Building capability, not dependence | Why the Cook Islands works with international partners, and why that does not mean giving up control of our own decisions

Recent attention on one international science fellowship has raised a fair question: how should a small island State like the Cook Islands work with international partners while protecting its own decision-making authority?

As Seabed Minerals Commissioner, my answer is simple: we build capability, not dependence.

Kiribati delegation visits Cook Islands for seabed minerals governance study tour

The Seabed Minerals Authority (SBMA) welcomed the Honourable Ribanataake Tiwau, Minister for Fisheries and Ocean Resources of the Republic of Kiribati, and his delegation to the Cook Islands for a study tour focused on seabed minerals governance, regulation, institutional development and knowledge exchange.

Cook Islanders strengthen knowledge and capability in deep-sea resource management

Twenty-three Cook Islanders have returned from China with new knowledge and perspectives on deep-sea resource management after a 10-day training programme designed to strengthen local knowledge and capacity in this area.

The China–Cook Islands Training Programme on Deep-Sea Resource Management took place in Hangzhou and Changsha from 24 August to 2 September 2026.

The programme brought together Cook Islanders from different backgrounds, including government officials, professionals, and students from local colleges and universities in New Zealand. Participants also represented communities from both the Northern and Southern Group islands.

Cook Islands and United States Establish Strategic Framework for Critical Minerals Research and Supply Chain Security

The Government of the Cook Islands and the Government of the United States have agreed a non-binding Framework for Engagement and Cooperation to strengthen supply chains for critical minerals and rare earths, including cooperation relating to deep-sea minerals.

SBMA Heads to China for Global Deep Sea Science Training Workshop

Three staff from the Cook Islands Seabed Minerals Authority (SBMA) were among 22 international participants who recently took part in the third knowledge transfer training workshop organised and fully funded by the International Seabed Authority (ISA) and the Government of China.

Held in Qingdao from 23–27 April 2025 under the ISA-China Joint Training and Research Centre (JTRC), the training workshop focused on the science and tools needed to protect deep-sea environments through Regional Environmental Management Plans (REMPs).

Te-Ara Henderson Completes Prestigious Pacific Diplomatic Training Programme

Senior policy and legal officer Te-Ara Henderson, a familiar face from the Cook Islands Seabed Minerals Authority (SBMA), has returned home after successfully completing the second phase of his diplomatic training alongside fellow aspiring Pacific diplomats. The training was held across Suva, Fiji, and Apia, Samoa, from 10 to 24 March 2025.

A Deep-Sea Milestone: Cook Islands and China Partner on Sustainable Seabed Resource Development
